Dual Hella Horn Fitment

Mounted on my altrider bars . Under hard compression the fender might touch but there is some flexibility in the horn mounts . Rather have a scratch on the fender than some one can’t hear me

What does the plastic part (#53) do? Besides cosmetic would it effect wind management?
