There have been a number of good low production items like this that have come and gone, so I hope this isn't one.
A fellow named Wendell made welded aluminum Muffintop panniers in Idaho for a while.

Try contacting him, I don't think he keeps much inventory as I've seen this item go in and out of stock a few times before. Doesn't necessarily mean it's no longer available.
