Problem removing damper rod

So I decided to change fork oil and seals on the S10. Got everything apart and double nut the damper rod. Used an impact on the bottom allen and spins but does not loosen the rod when holding nuts from spinning. Spins continuous but rod never loosens. Wishing now I would have just flushed it and left the damper rod alone. So what am I missing?

Put the spring back in with spacer and cap and then push the fork against a solid object (fork cap against wall or work bench) and then try the impact. You need a little something to prevent the spinning and sometimes that helps. Keep in mind after removing the bolt to let the fork uncompress slowly. Other then that a cartridge holding tool.

How about a part number or source for the cartridge holding tool. Tried Rocky Mountain ATV and found nothing.
