Pannier Puzzzle

So i finally picked up my beautiful Tenere and while in the process of making her mine i've noticed previous owner has drilled 4 holes in one of the Panniers (these were hidden under black chevron tape no removed) could anyone shed light onto what he may have had bolted to it?
