I recently purchased these bags but in the end decided to go with hard luggage instead. The frame mounts were installed and stayed on the bike for a few weeks, then removed. The bags themselves were never mounted. Will ship the set in its original packaging with all the parts, manuals, etc.

Yep, each bag includes the removable waterproof liner (which is useful if you want to remove just the liners and their contents and leave the bags on the bike.) See the pic below...
