Not sure if that sprocket is the right thing on there or not but a lot of those old bikes had gear driven speedometers and they had a sprocket on the front and sometimes the rear for that.

Looking at it now . . . . I'm thinking that it might be a back wheel assembly stuffed under the front fender. 'Cuz that tire looks worn like a back drive wheel.
That tire definitely looks like is has had a burn out or two done to it!
