Lowering rear seat rack

Why does my rear rack hit the grab rails when I remove the spacer to use the under seat rack? I have about a 1/4" gap or more.

the tray under the passenger seat as well as the rear rack are the least impressive bits on a most impressive bike. I've tried to ignore them but since I favor seat bags over side cases, I may just have to break down & get the metal aftermarket versions. A plastic rack, really?

Remind us what year your bike is. It was not uncommon for people to do a little Dremel work on the '12s.
