Lower exhaust for panniers

Has anyone here ever installed a lower muffler system so you can mount two like sized panniers? I don’t plan to ride off road so I wonder if this idea is doable. Being able to install a matched set of regular panniers like Shad etc. might be lighter and cheaper.

i personally have seen alot of teneres with the two 36l givi trekker outback panniers, yes i run the 36l and the 48l because of the exhaust but a hell of alot of people just put the two 36l panniers on they look fine

You don't need a different muffler, just pannier brackets that fit outside the exhaust. Touratech and many others do. If you need a Shad discount code, C&EADV20 for 20% off. https://www.shadusa.com/ I don't see pannier mounts for their 3P or 4P systems, but they might be available in other markets. Or email Shad to see. I'm running a Terra 37 top box at the moment and it's first class quality. You might be able to mount the Terra 4P cases on other racks.

I use a pair of Givi Dolomiti cases, 36 or 37 litres I think and the left side case is only about 1.5” further out, they are almost symmetric.

Its possible but not off the self. Once you fabricated the exhaust pipework and got it to run right you'll then need to fabricate pannier mounting rails as well.
