Move the rubber 'boot' back (end of the stalk by mirror) there a nut will be exposed, set the mirror angle and tighten.

It's because you ride on the right side of the road so you use the left mirror more and wear it out quicker. In the UK ( where we ride on the left) the right mirror get used mostly...
