Here is what I ended up having to do with my Odyssey mounts to get them to work without the passenger grab rails:

Odyssey II bags mounted. They are plumb, but are slightly splayed out in the front. Across the front they are 36.5" wide, across the back is 36". These are mounted without the passenger grab rails, and without cutting anything on the bike. There is slight contact between the left-side Jesse mount and the very rear edge of the muffler guard.
I have a Altrider rack that does not touch the bags, but the right side is close, about 1/4" clearance. The left mount has about 3/8" clearance from the Altrider rack. In order to suck the mounts in any farther I will have to cut the bottom off the forward passenger rack tie-down, replace the muffler and loose the muffler shield (plan on a carbon fiber LeoVince - which according to Jaxon runs much cooler than the stainless/titanium/aluminum cans). I will also have to do something to prevent the 'wings' on the Altrider rack from hitting the bags...either raise the rack a bit (use longer spacers), or bend the 'wings' a bit more or trim them.
I ended up using following for spacing out the Jesse mounts (note the the Jesse spacers are very, very variable in actual width, so the math does not work out like you think it should):
Left Front: 1" Jesse Spacer + 3/8" Jesse Spacer + additional 1/4" spacer and one .060" washer - total width is 1.650"
Left Rear: 1" Jesse Spacer + 3/8" Jesse Spacer + additional 1/2" spacer - total width is 1.830"
Right Front: 1" Jesse Spacer + 3/8" Jesse Spacer + additional 1/4" spacer - total width is 1.575"
Right Rear: 1" Jesse Spacer + 3/8" Jesse Spacer + additional 1/4" spacer - total width is 1.570"
I bought (4) 10mm x 75mm fine pitch (1.25) bolts for the above.
The left Jesse mount is resting on the outside of the footpeg mount, and I used no spacer. I had to buy a 8mm x 30mm oval head bolt for this.
The right Jesse mount has a 3/8" Jesse Spacer between the Jesse mount and the Jesse bracket that is installed between the frame and the footpeg. I used the Jesse supplied 8mm x 50mm bolt for this.
I suspect there is some variability in the actual Jesse mounts as well, so some will mount closer than others.
I am pleased with these, but I don't think there is enough variability to reach the 35" width Jesse has listed on their website. At least not with my bike and my mounts. I thin I could gain around 3/8" on the left & right side mount by cutting the front tie-down and replacing the muffler and eliminate the front splay. Don't know if I can get down to 35".
The bags are build like a brick s***-house. Very nice.
