Is my ES Suspension working correctly?

So I have a 2014 ES and not sure if the suspension is working correctly?

I can change the damping for a set prload (I use rider without saddlebags) when the bike is not moving but not when moving. I have the dampling set to "0" with rider no saddlebags but want to move it up through the range of -3 to +3 when moving but whneever I try to do this, I end up just changing the damping through hard, normal and soft. The fine damping adjustment stays fixed to what was preset before the bike was moving.

I read the manual but it doesn't give much detail...help!

While you can change the damping from soft, normal and hard while moving, you have to be stopped to fine tune your settings in each of those ranges (-3 to +3). Once you decide which you want, it will remember those settings and go back to those while on the move.
