I have a couple things that I can't figure out and I would like some suggestions.
#1. When I turn to the left it feels like something is rubbing, at times feels like it's loose. Doesn't do it when I turn to the right. #2. When I hit a bump the left fork has a rattle. It doesn't rattle on every bump. I tested the front by purposely hitting the front brake hard enough to make it dive, I can hear the fork rattle, but it doesn't do it everytime. It sounds like it should be the windshield or instrument cluster but it's neither of them. No rattles from the right side. What I have tried...the local dealer checked the steer bearing and front wheel, found nothing. No explanation for the rattle, the front rubbing feeling is coming from the tire. They said the Tourance Exp always does this? I also checked the entire front and didn't find anything loose. I adjusted the suspension from the standard settings to harder settings and the fork rattle isn't as loud as it was but still very noticeable. My Tenere is a 2013 and still under "new warranty", 9000 miles. Suggestions or comments are appreciated.

As far as "rubbing," you have to look around to see what is causing this. It might be the wires coming from the handlebars getting tight as you reach full lock. Put the bike on the centerstand and carefully observe what happens as you turn the bars.

The rattle could be the steering head bearings, though I would characterize that sound as a clunk. The steering head bearings need to be tighter than you think to not clunk. If you think the shop torqued the steering head bearings correctly, simply tighten them a little more and see if the noise stops. If not, you can loosen them back and look elsewhere.

There are a few parts in the fork that could rattle. It's pretty easy to slide a fork tube out of the clamps. Give the fork a shake, see what happens. Warranty is only as good as the shop providing it most of the time. Could find a more helpful shop, somebody better than "they all do that".

Just a thought... I had a rubbing and interference with the forks turning to full lock together with a rattle and it was because the dealer had removed and re-fitted the horn assembly wrongly at pre delivery service (no idea why - maybe fitting the heated grips?). Looked carefully at that area and cured the problem by re-routing stuff.

The steering head bearings can feel OK if the bike is on the stand and checked for freeplay etc in the traditional way.

BUT, the top triple clamp nut is known for being loose from new. This results in a front end rattle as it gets even looser. Some have even fallen off. The top triple needs to be removed and the bearings torqued up and the triple replaced and nut torqued to 130 nm. This fixed my front end rattle, getting it all to spec and not just making a superficial check.
