`I'm wondering if there's any difference between the California bound Tenere's and those shipped to the rest of the USA. Some manufacturer's just make all bikes California CARB compliant.

Yes, the difference is a charcoal cannister and a couple extra hoses with a connection on the throttle body for the vacuum. Zero performance difference; same cams, timing, advance, and ECU.
