The canister thing was interesting, though I don't think it works that way. But! It did get me thinking of a problem some early V-Stars and Roadstars had. The gas cap wouldn't vent properly (to the canister, closed loop). The venting diaphragm was actually built into the cap, ours is similar. The pump would pull and pull till the vacuum formed in the tank would overcome the pump, low idle, stall. And in a few cases a collapsed tank. Would eventually restart, or if you opened the cap to the accompaniment of an audible woosh as things equalized, the bike would start immediately. I know your tank has been up at least once, there's a fair chance for a kinked vent hose. ::008::

Not sure how code 60 would fit here though.

don't know if you did a site search but I came up with this -

the link in this thread to the R1 forum suggests throttle servo motor, I guess this assumes a 60 code is the same across different models

whilst the thread itself suggests the author ended up with crossed wires to the coils and plugs being the cause of his 60 code

if theres been any work under tank suggest check of throttle cable wiring to sensor, servo motor and throttle body set up etc and maybe plug wiring?

About the charcoal canister for water or fuel trapped... my tech told me same...
I purchased from Arizona, bike is not from CA, tech guy told me that if bike from AZ, I don't have charcoal canister... he told me to open up the gas tank cap. leave it open few seconds.

When I took bike out morning I had same idle speed problem... later afternoon tech told me to open gas tank cap..... Later running fine now.

I will post it back to you for update news.

If the gas cap cover is open n the bike runs fine, it's an indication of a pinched vent hose or something is blocking that vent.

2damax, cap is open few seconds and closed.
Bike runs fine and code 60 disappeared.
