Oem luggage racks torque specs?

I took my oem passenger handles and luggege rack off while figuring out where to put my hyperlights but now cant find my directions for putting them back on. I did a search, but after an hour called it quits. Does anyone have the torque specs for the upper oem luggage mount (security torx bolts)?

Also. Does the old loctite need cleaned out prior to re-install or is it still good?

Does this help?

If the bolts are really coated with old loc-tite residue, just brush off the excess and apply new.
