Is Power Commander needed for slip-on exhaust?

I know a Power Commander can helps correct fueling issues as you make engine modifications to a bike.

If you only change the silencer/exhaust tail section with a slip-on exhaust like Arrow or Akropavic, do you need to add a Power Commander too?

I'm under the impression that I don't unless I also modify the air box/air intake side of things. More air means more fuel to balance the ratio... So a PC is required then.

If I only change the silencer/exhaust tail does this cause enough changes (such as popping on decel) to require a PC to restore the fueling balance.

How sensitive is the Super Tenere?
