Well I went really over the top and cut into the yellow/red lead and the bkack lead, connecting them directly to the grips I get 6.9v, completely at a loss. I think I'll give up and go back to the Oxford controller.

The only thing I can think of is that somehow the reduced voltage relates to the heat setting

It did, grips off showed 0.0v, setting 1 showed 4.1v setting 2 showed 5.8v, setting 3 was 6.8v. That was level 3/6/10 in the sub menu. I've put the side cover back on and have given up, I've removed the Tamiya plugs off the Oxford grips and soldered the connections instead.

I have the same problem. The original heating is broken, now bought an Oxford set.
But, the results are comparable, there is a maximum of 7.0 Volt on the connection, so that the handles only get half as warm. Although they are connected in parallel.
Special. The set has much more potential, provided it functions around 12V.
