Front Brake Hose Holder?

I've just fitted a fender extender and unfortunately (stupidly) was sitting on the opposite side of the bike to the Brake Hose Holder when I was taking it apart. Can anyone tell me if the holder sits on the outside of the fender/mud-guard or if it grips the fender in a kind of metal-plastic-metal sandwich?

Looks like it should be on the outside but would be grateful for any guidance.

It goes on the outside. Exactly like is shown in the picture.
