I honestly could not answer the PVC question in regards to twisting torque. I've never seen it tested that way, and I can't say I've ever thought about it in that fashion.
I have beat on a length of PVC pipe with considerable force at times over the years, while performing various automotive related tasks. It seems stronger than I expected.
It does take a considerable amount of torque to initially break the lower bolt loose on a fork that has never had that removed, but nothing I would consider excessive, and can be handled with a screwdriver stuck through the upper hole in my fabricated tool.
PVC could possibly handle the torque, but like Holligl stated it may leave PVC shavings inside the fork trying to use it that way?
