I know the locks can be swapped out, but can they be rebuilt so the tumblers will match the ignition/key??

Just curious. Might try rebuilding the ones I've got. Thought Id ask if they are sealed before I dig.

Lock fell out of top box while riding (dealer failed to use blue lock tight) so I had to order a new lock, took new lock to locksmith and it took him about 10 minutes to make the lock work with my original keys.
I applied blue lock tight to the little screws on all 3 locks and never had anymore problems.

The key (no pun intended, but it works) is in finding the right locksmith. I found one when I picked up boxes that didn't come with the bike and he wanted an ungodly amount so I got replacement locks and keys from a member on here for way less than the locksmith wanted to charge. Some folks never realize the bikes are supposed to come with three lock cylinders keyed to their ignition; some dealers put them under the seat, some in the tool box niche, some just in a bag with the manuals and some are unaware or just don't bother.
