Make sure you take good measurements before you start. Years back I had an ABS pipe tool tube on the Super Tenere, and if I recall correctly, a 6" tube wouldn't fit in that space between the bike and the pannier rack. I have Happy Trail racks, so it might be different with other brands.
I used ABS drain pipe rather than PVC. I do a lot of fabrication with ABS, and I prefer it. it's more flexible and less prone to cracking under pressure (like from an impact) than PVC, and it doesn't make sharp shards when it does break
This is the old ABS tool tube. I made a locking lid using a desk drawer lock.

The ABS tool tube worked out great, but eventually I built a small air compressor to fill my tires on the road and the tube wasn't big enough to hold it. I built that square tube to match the dimensions of the air compressor (plus the tool bag and some other junk I lug around with me).
