Took off one of my side cases today and found this holding the OEM sad case rack on. I didn’t know anything about this when I bought this bike. It doesn’t look like specific. Where can I buy one?

It's just a torx bolt and you need a torx bit with a hole in the end to remove it. Easy to find in a good tool shop.
They probably used those bolts in the hope that it is a little harder to remove/steal

It's a T50 security bolt, part of the pannier OEM fitting kit.

Correct. They are often referred to as "security torx". But since they're readily available, they don't add much security. AND, they're used on the INSIDE of the OE box locks. If you are already inside the box, why do the fasteners matter.

You can get the correct T-50 security bit alone (without buying a whole set) at Lowe's, and probably other places, for just a few bucks.

Not sure if you have Auto Zones in TX but they have a Duralast socket set of these in the popular sizes for about $15.
Funny thing is that nowadays if mechanics hand tools and accessories are not made in the US or Japan the third place runner up is
now Taiwan.

Nope just a regular security type torx.
