Top Case - Insight to latch?

Hi all.

Got this top case new and despite all efforts cannot seem to get key to turn per instructions on top case. No issue with side cases followed instruction all went perfect. This top case when I follow instrucrions to turn left and push down on case latch nothing happens. I have it apart looks good (internals) and it behaves the same before and after I disassembled. Any insight to what I'm doing wrong?

To open the lid, push down first then turn the key right (clockwise).
To remove the box, push down first then turn the key left.

Push the release handle in a bit while turning the key left gently.
