Strap anchor points on passenger footpegs?

I notice that there are what appear to be bolt eyes at the ends of the passenger peg brackets. Are there strap anchors available to bolt to those eyes?

I wrap a ratchet strap around the back tire, and put a hook on either side of the trailer. I'd be nervous puting the strap on the peg.

Those holes are used for the OEM pannier mounts, and the panniers have a carrying capacity of 10 kg. Definitely not strong enough to hold or support the bike.

I should have been more clear. I need strap anchors for my Giant Loop Great Basin bag, not tie-down anchors.

I've seen a small number of products, but not much. Unless someone knows of a bolt-on that uses a straight bar, I'm going to have to rig a hook connector onto the luggage straps.
