Ill fitting license plate light housing.

I have a second hand S10 and I think the previous owner changed the license plate light and didnt put the mount back on correctly. It doesnt sit flush to the body work and has a slight wobble to it. Ive taken it off and re-installed it but no luck. Am I doing something wrong??? I've attached a couple photos to give you a better idea.

Its suppose to wobble if you look at bolts they have that rubber spacer and there should be two more rubber inserts on the light side of the housing. Why this done I dont know because in a crash I dont see how this will get hit.

in your 3rd picture, do those 2 metal collar things that the bolts go through, do they fit in to the rubber grommet from the inside, not outside

I thought about that but why you want a light to do that since its aimed at the plates. Also the whole rear end is moving anyways from suspension travel.
Before the advent of LEDs, filament type bulbs have always been affected by engine/road vibrations so rubber grommets were used as a form of vibration isolation. Even with fully functioning front and rear suspensions, vibrations still exist.

Make sense since the parts inside have some movement. Well in any case I've upgrade on my bulbs to led on my 2nd.
