Givi PLR2119 and/or PL2119 rack tube diameter?

I have done a bit of searching and can’t seem to find the diameter of the tubes on the Givi PLR2119 or PL2119 pannier racks. Does anyone’s know it or can take a measurement for me please?

I’m looking to see if a Giant Loop quick release mounting system that fits racks with 16-18mm tubes will work with those racks.

I have the PL2119CAM. I measured the diameter at just shy of .75. I measured the circumference at 2.25" which would give a diameter of .7161" This converts to 18mm . Which would make sense since it is made in Italy.

My PLR2119 seems a strange size.

It's around 16.3 mm diameter, but very slightly oval even on the straight runs (range 16.25 to 16.35 mm).

I talked to GL about these mounts and it's not uncommon for people to make the brackets a bit larger to work with different racks. They told me there is plenty of material and some use a dremel or just a drill press to open up the slots a bit more. My SHAD pannier racks are much larger, .815, (20mm), so I would need to do some work to get them to fit.
