Gen 1 Tenere No crank But starts eventually

Definitely start with the relay, though it sounds like it’s actually working and the voltage drop shows the battery is seeing a load. The relay alone would not cause much of a load. This makes me suspicious of the starter. Is the cable clean and tight where it connects to the starter? Hopefully it’s not the starter itself. I’ve seen this exact behavior from cars that had bad starters. Could be a loose cable, a bad spot on the commutator, or a misalignment due to being too loosely mounted or a cracked housing causing the armature to catch on the field coils.

Is there anything amiss about these 2 connections? I sprayed contact cleaner on all the negative terminals the starter coupler and stuff. Still am having the issues. Have yet to get a test light to diagnose will do so when I have the time. But does these 2 from the image have any issues?

Need to get yourself a test light. You can find where the power is failing to reach. Start signal is reaching the solenoid, the solenoid is kicking, I don't think 12 volts is reaching the starter motor, but it could be reaching the starter and it's just not turning. You checked the battery connections for being tight, you need to pull each connection from the battery to the starter to check for corrosion. The negative connection needs to be checked at both ends as well, but everything is staying lit up, don't think that's it. Get that test light, a simple diagnostic tool that needs to be in every tool kit..
Sry can I check where do I run the test lights on to diagnose. And I leave it on the negative terminal all the way while I'm running it thru right? For the starter relay do I remove the terminals and check them as well? Or how do I check if its working? Sry I've never used a test light before. Thank you for your patience and guidance.

Hard to see on picture, but the plug (male/female), does not seem to have any problem.
Yes, you can leave the neg. on all the time
