Really? My bike was off the road at the time, (winter), so I went to the dealer with the VIN number, and told them to order the parts and I would bring it back in the spring when I had it on the road. Once it was on the road, I made an appointment and took it in. I even made life easier for them by making sure there was little gas in the tank and I removed the upper crash bars. No issues.
My guess is many dealers think that if it is a recall and they see the bike, there will be a liability on them to release the bike to the owner. I guess in this lawyer feeding frenzy world, I see the point, but it wasn't going to be my bike.

Ah, just like the company, (government), I work for. If the work truck is due for service, it is IMMEDIATELY grounded. It doesn't matter if it sits for a week before they can do an oil change on it.
