While the information provided may very well be true.... Sometimes...due to intended adventure use those new waterproof panniers may not remain waterproof over their life (for various reasons)...& some waterproof inner bags might be jus the ticket to be sure

Now...lets jus leave it at that

The nice part about these liners is one can leave the panniers attached to their bike and just take out the liners with stuff inside them. Nice to bring liners full of stuff to campsite, then if making a run to the store or for firewood, misc. ...just take liners full of stuff put in tent then have panniers on bike to fill with firewood, food, etc. To be honest I've never had an issue with leaking on any pannier. Even my beat up Happy Trails that have some tiny holes from old mounting points. The liners can also be used to be things dry if it rains at the campsite....or.....if critters that get in food (ants, bears, etc.) Hang the bag somewhere from a tree. Lots of uses for these liners. But as far as waterproof panniers...condensation is more of an issue for me and the liners help with that as well.
