In the car's defense, there wasn't supposed to be a motorcycle there; I would have went behind the red car. Also, I didn't hear a siren, or see any lights mounted. Are we sure that the Tenere rider was a cop?

You can see the flashing lights reflect in the screen, so it was definitely a police motorcycle and it had the flashing lights turned on, no idea about the siren.

I've replayed it several times; can't see any flashy lights. But, the bee/wasp/hornet in the upper right corner likely confirms it.

I searched around a little trying to see better pictures of the bike, my Google search sense is not the best. All I found was mainly the FJR bikes. Was wandering do they use the OEM bags on the tenere.

It appears that they're using the Yamaha crashbars and skid plate, so I would assume the boxes to be also. Depending on how they use the bike, the OE boxes would not hold up to daily "traffic cop" use. FJR bags on the other hand would do fine, just like the Honda ST1300's.
