I do it if its necessary but as you said if traffic is doing 30mph thats a resonable speed. Patience is your friend.We do it all over the UK. I do a Bike Safe course every couple of years just to check for skills fade. It’s run by the police and they advise not to “filter” as it’s called here when the cars are going faster than 30mph. I do it when needed but I don’t particularly enjoy it. You have to concentrate so hard especially if you have panniers or a passenger. It’s not enjoyable. Plus some car drivers get annoyed and try to block your path by opening doors etc

I do it less in Europe. Some countries allow it but some don’t. I can never remember which. Also, I’ve hardly ever come across traffic jams in Europe, that’s the main reason I love riding there so muchsame here.
i tend to have to do it more when in europe tho, the amount of holidays 2 up luggage i get caught in 3-4 lanes of stopped traffic or barely moving on motorways in Germany etc for miles and miles, last year my route down to bavaria, seemed like they,d dug up the hole route down through Germany 2 lanes stopped for 30-40 miles lol
